The CCC & Fuses


What is the CCC?

CCC is the acronym for Chinese Compulsory Certificate. In December 2001 the Chinese authorities published a catalog of the first products that would require this new certification. CCC certification was planned to come into effect on 1 May 2003 but that deadline was postponed to 1 August 2003 by the Chinese authorities. Certification is compulsory to import products to China, either for sale within that country or to be built into equipment intended to remain within the People's Republic of China. Once the CCC has been granted by the Chinese authorities after an audit of production locations and type testing of the products, the manufacturer can print the CCC mark and the certificate number attributed to each range on his products.


Fuses and the CCC

All low voltage components, i.e. with voltage greater than 36V but less than 1200VAC or 1500VDC, are covered by the CCC. So fuses, fuse holders, fuse disconnectors, switches and fused switches all fall within its scope. China has aligned its standards system (GB) with international IEC standards.


What fuses are affected by the CCC?

All fuses built to the following specifications:

LV fuses:
IEC 60269 –1 (General requirements) = GB 13539.1
IEC 60269 –2 (fuses for use by authorized persons) = GB 13539.2
IEC 60269 –3 (fuses for use by the general public) = GB 13539.3
IEC 60269 –3 -1 (fuses for use by the general public) = GB 13539.5
IEC 60269 –4 (Fuses for semi-conductor protection) = GB 13539.4


Miniature fuses:
IEC 60127 –1 (General requirements) = GB 9364.1
IEC 60127 –2 (Cartridge fuses) = GB 9364.2
IEC 60127 –3 (Sub-miniature fuses) = GB 9364.3


All low voltage products must be marked CCC except:

1. products that do not need CCC certification
- Products for exhibits
  - Special purpose products (e.g. military)


2. products for which an exemption from CCC certification can be obtained
- Products for testing or development in China
  - Products sent to China to be incorporated into equipment that will be re-exported outside China
  - E.g.: UL / CSA listed fuses and bases
  - Products built solely for export from China
  - Complete replacement products (not just one model of component such as a fuse) for maintenance or repair of equipment used in China.

For such products a Special Exemption Approval (SEA) is required. That can be obtained from the CNCA by presenting documents proving the product falls into one of these categories, insurance and product literature (including a type test report on the products). With the exemption certificate the products can be imported, sold and put into service.
